Allan Phillip Smallheer

September 24, 1942 — January 7, 2010

Allan Smallheer, of Fairfield, NJ, former councilman, died peacefully at home on Thursday, January 7, 2010, at the age of 67 after losing a courageous battle with cancer. Allan was born and raised in Clifton and graduated from Clifton High School. He obtained his college degree from Fairleigh Dickenson in accounting and was a Board Certified Public Accountant. Allan moved to Fairfield in 1987 when he married Joni Doncoes-Smallheer.Allan was an extremely dedicated individual who believed that government should always serve the people. He served as a councilman for the Township of Fairfield from 1994 to 2007 and was a member of the Board of Adjustment prior to and after his council service until his death. For most of his council tenure, he was the Financial Liaison and constantly sought new ways of increasing revenue for the Township. Allans most cherished community organization was the Fairfield Volunteer Fire Department. He was the Council Liaison to the Fairfield Volunteer Fire Department for 13 years and was made an Honorary Member of this dedicated department after his service ended as a councilman. Allan worked tirelessly to ensure that the Fire Department had the financial support that they needed to keep Fairfield safe. Because of Allans efforts, Fairfield became the first in the state to approve the Length of Service Award Program (LOSAP) for Fairfields Firemen. Allan was very proud of his Dutch heritage and those who knew him will best remember him for his profound sense of humor, his mischievous smile, the unending storytelling, and his famous one-liners. In the worst of circumstances, you could always count on his famous wink that made his family and friends laugh. Allan will be missed always but his contributions to Fairfield will truly live on forever. Allan is survived by his wife, Joni Doncoes-Smallheer, his sons, Allan and Joseph and his wife Linda, Step-son Edward Doncoes and four grandchildren, Mia & Alyssa Smallheer and Vincent & Gabriella Doncoes along with a host of other relatives, friends and community members who benefited from his years of service to Fairfield. He was predeceased by his mother, Marietta Breen, his father Neil Smallheer, his brother Leonard Smallheer and his cherished aunt, Gretta Geiger. Funeral Monday at 9AM from the Ippolito-Stellato Funeral Home, 7 Two Bridges Road, Fairfield. Funeral Mass 10AM St. Thomas More R.C. Church. Friends will be received Sunday 2-8PM. In lieu of flowers, it is requested that donations be made to the Fairfield Fire Department, 51 Plymouth Street, Fairfield NJ 07004, in honor of Allan so this legacy will continue.
